Who We Are
A council of governments, working for the communities that built it.
The South Central Dakota Regional Council is a partnership of the cities, counties, and townships across our nine-county region. For more than five decades we’ve been the connective tissue between local priorities and the state and federal programs that fund them.
From a Main Street storefront to a rural water line to a comprehensive plan, we bring the planning, financing, and grant expertise that small communities can’t keep on staff year-round — alongside the local partners who get the work done.

50+
Years Serving the Region
What We Do
Three core programs. One front door.
Tell us the project — we’ll help you find the path and the funding to get it built. From financing to final report, we handle the parts local staff and volunteers don’t have time for.

Economic Development & Lending
Revolving loan funds and gap financing that help local businesses start, expand, and create jobs when conventional lending falls short.
- Low-interest revolving loan funds
- Gap & bridge financing
- Job-creation support

Community & Regional Planning
Comprehensive plans, zoning, and project development that turn local goals into grant-ready, build-ready plans communities can act on.
- Comprehensive & land-use plans
- Zoning & ordinance assistance
- ADA 504 Plan

Grant Writing & Administration
We find the funding, write the application, and manage the paperwork and compliance — so local staff and volunteers don’t have to.
- Funding research & applications
- Grant & project administration
- Compliance & reporting
Community Development Block Grant (CDBG)
The CDBG Program can be used to develop housing, infrastructure, and economic development projects focused on improving the quality of life of North Dakota residents.
Comprehensive Economic Development Strategy (CEDS)
The CEDS is a planning and project implementation process designed to promote economic development through the retention of existing jobs and the attraction of new ones — while enhancing and preserving quality of place.
What Sets Us Apart
Shared capacity, built for rural communities.
Our member governments pool effort and expertise so the smallest township has the same reach as the largest city. That’s how rural North Dakota gets big things done.

Local, Not Remote
We live and work in the region we serve. When you call, you reach someone who knows your community by name.

One-Stop Capacity
Planning, financing, and grant administration under one roof.

A Real Partnership
Member cities, counties, and townships share the cost and the credit — the council answers to the communities it serves.

Decades of Know-How
Fifty years of applications written and projects closed means we know which doors open and how to get through them.

Steady & Accountable
Public dollars, handled with care. Clear reporting and compliance keep every project on the right side of the audit.

Focused on Outcomes
Not paperwork for its own sake — jobs created, public infrastructure repairs and economic development completion, and plans that actually get built.
9 counties
One region working together, from Barnes to Wells.
100+ members
Cities, counties, and townships at the table.
50+ years
Of planning, lending, and grant administration.
On the Ground
The work looks like the region itself.
Fire districts, water systems, housing, Main Street — the projects are different in every community, but the support is the same.

Local Government Support
Helping rural districts plan ahead
From the Kathryn Fire District to township boards, we sit at the table to scope projects, prioritize needs, and line up the funding that follows.

multi-hazard mitigation planning
Building Safer, More Resilient Communities
Our team works with your community to create plans that are customized to your risks and needs.

Building relationships beyond the region.
The Economic Development Administration (EDA) from Colorado came to visit our Region VI office in Jamestown, ND. Ali DeMersseman and Caroline Plante joined SCDRC staff members Traci Redlin and Jennifer Schultes at the World’s Largest Buffalo.
