  South Central Dakota Regional Council's loan program provides
  gap-financing loans to strengthen the business economy of our
  region. Gap-financing is made to fill the gap between the total
  cost of the project and the amount that is available through owner
  investment, bank financing, and other sources of private funding.​

SCDRC’s offering of gap financing is to encourage traditional lenders to extend loans that create, strengthen, and/or assist businesses in the region, spurring economic growth and jobs.

Our Loan Funds

  • Community Development Loan Fund - A borrower may be primary, retail or a service sector business. These loans require a 1:1 match and job creation with a minimum of $50,000. 
  • EDA Revolving Loan Fund - A borrower may be primary, retail or a service sector business. These loans require a 2:1 match, job creation or retention with a $130,000 maximum.
  • USDA Intermediary Relending Program - A borrower may be primary, retail or a service sector business. These loans require a 1:1 match, job development with a $150,000 maximum.


All programs require a matching private lender, equity of at least 10% of total project cost, first or second position on collateral and personal guaranty of principals.
